Why don’t they change soccer rules so that it isn’t boring and gets some fans?

Here is what I don’t understand, why do soccer people authorities (whoever they are) simply change the rules of soccer so its easier to score and so that its not a girly sport? Don’t they want soccer to get a fanbase? Its like they want their own sport to be a joke.
