The Laws of the Game (LOTG) are updated annually by the International Football Association Board (IFAB). It comprises 4 representatives from FIFA and 1 each from the associations representing Scotland, Ireland, England and Wales. They last met in March 2006 and normally new rules are effective from 1 July in each year although in World Cup years they are often applied to World Cup games, even prior to 1 July.

I think they are updated every 6 months in Nyon by FIFA represenetatives.
